| Mission | Celebrating the Spirit of Low Buget filmmaking. All films are exhibited on 16mm or Super 8mm prints. Artist Fees are paid to filmmakers. |
| History | The Festival began in 1991 as a Super 8mm festival only when four rolls of film and processing were under $100, thus the name. Today we screen both super8 and 16mm film all made in the 'Spirit of Low Budget". |
